It’s mostly diet vs exercise. Exercise will give you definition if your body fat % is low enough. Just control you diet and eat around 1200 calories a day for a few months and also do those cardio exercises you mentioned.
Muscle underneath the fat might make it look bigger, but you’ll look much FIRMER.
I eat between 1400 and 1600 cals a day and I also lift weights and do cardio, which is what you should probably do too! Good luck
