Losing weight won’t change your body type unfortunately. Are you a pear shape? Cardio and a stricter diet will help to take the fat off, which will make your thighs thinner but it can’t change your hips.
I think that if you stick with 1200 net calories a day and cardio 4 times a week you’ll be happy with the way your thighs look, you just need to stick with it! Good luck
